What does “normal” mean?

Each signal is compared with its median from the same weekday and a 31-minute time window. A robust z-score uses the median absolute deviation, so one wild day does not bend the baseline.

z = 0.6745 × (now − median) ÷ MAD

The headline uses the largest z-score in the bad direction, so faster roads or extra bikes never count against the city. It does not blend the signals with made-up weights.
